Luck is leaving Indianapolis - it's just not that Luck that you were thinking of. Oliver, Andrew's father, has reportedly accepted a gig as the new CEO/commissioner of the XFL, which is set to re-launch in 2020:

Luck is leaving the NCAA and Indianapolis, where he was able to be around his son, Andrew.
Luck has been a bit of a jack of all trades in his post-playing career. He's been a politician, an executive for both the NFL and NCAA, and an Athletic Director (West Virginia). This new job with the XFL will end his most-recent run with the NCAA in Indianapolis, which dates back to 2014.
